About J. Rust Consulting

Jason Rust formed J. Rust Consulting in 2022 with the goal of helping the development community build and preserve as much affordable housing as possible.

Jason started his housing career 10 years ago at the NYC Department of Housing Preservation. He held multiple roles at HPD – first as a Tax Incentives Analyst (420-c & Article XI), then as a Project Manager in Supportive and Senior Housing, and finally as Deputy Director of the Senior Housing (SARA) program for 3 years.

After leaving HPD in 2021, Jason worked for Lemle and Wolff Development as a Senior Project Manager before deciding to shift to consulting for Lemle and other organizations.

Jason holds a Master of Science in Urban Planning from the University of Toronto (2015) and a Bachelor of Arts in Public Policy from Concordia University in Montreal (2010). He is originally from South Florida.

Since starting J. Rust Consulting, the company has developed a strong reputation for being responsive to client needs and providing excellent work product. Some achievements include:

  • Applying for five public site RFPs, including the winning proposal for HPD’s Powers Avenue site

  • Performing dozens of project feasibility analyses for potential development opportunities

  • Co-creating and teaching a 14-month course on Asset Management best practices for a group of 15 housing providers

  • Conducting research for LiveOn NY analyzing the demand for senior housing in NYC, which was featured in the NY Times

  • Creating a strategic plan for a non-profit client in Puerto Rico to make its programs more financially sound

  • Shepherding multiple development projects toward upcoming closings

  • Submitting high-quality applications for PBV, LIHTC, FHLB, Reso A, HHAP, and more
